Historical Background (made up, of course..)
In Y176, A F-CC+ was ambushed along the Romulan neutral zone by multiple warbirds. The battle was absolutely one-sided as the Fed was conned into WW to the wrong weapons, was stripped of all its shields by 2 Envelopping PLaRs and was forced to declare emergency saucer separation to what turned out to be a well-thought out feint which left the secondary hull relatively intact. The still-battle-worthy saucer section was quickly dispatched and the now inactive rear-hull was kept as a prize.
.. but what do you do with still 'good' Federation secondary hull? Well, you replace the saucer portion of course..
.. but with what? .. Why, with .. something that has the size and shape of a Federation saucer, and has impulse only..
.. Like a WB+, which has only impulse engines.
Romulan Heavy Command Cruiser (Captured Federation Ship):
Saucer, part of WB+:
1xPLaR FA
6 Impulse, 3 APR
2xph1 FAL, 2xph1 FAR
2 shuttlebays
..etc..
Secondary Hull:
2xPLaF FH (FP, where the photon launchers used to be)
1xPLaD RH (Rear, replaces DroG)
2x15 Warps, 2 AWR
2xph1 360
2xph3 360
4 shuttlebays
..etc..
Ship has 2 separate Shuttle Bays.
The SSDs for both ships are in SFB's BASIC Module.
PS. Yes, the model is crappy, but I just wanted to see what it would look like.

Edit: Original title not catchy enough. Stats have been separated into sections that clearly define the WB's and Fed's parts.

The only thought I have is that maybe there should be two break away supports, from the WB to the secondary hull. I would think the mass of the WB is abit more then the saucer section?

I was thinking a double-sized one, myself. It would not only support the weight of the WB+, but the 2xPLaF mountpoints.

... but remember that I've known about captured ships for a long time, and this one popped up suddenly, in my head, just last night. This is an original creation that I may as well polish up and submit.

but what if your Fed/Rom Hybrid was the result of Romulan Spies in the Federation,
who stole Federation Starship designs eh?
That way,
with "the info" in Romulan hands, the Tal'Shar reverse-engineered this Tal'Shar Hybrid?
That way FireSoul, you could make a WHOLE FLEET of Tal'Shar Fed/Rom Hybrids,
You could Fed/Rom 3d mod forever that way could you not eh?

.. what if we reinforce the neck of the secondary hull, and installed a WE instead WITH the warps. In the rear, reinforce the struts to support and install warps from a crippled KR-series ship (which would mean I would have to romulanize a good set of KR warps). The plasmas would have to be removed from the neck due to stress, but the ship would still be worthy:

Why not use a FBCH, Ulysses class? WZ45?s would provide better neck support IMHO.
In regards to the Federation version of the Romulan Bird of Prey, the USS Peregrine uses a Reliant hull with warps out in TOS BOP fashion. Atrahasis has already mentioned the Newships ?USS Defiant? BOP style. I do believe it would need an upgrade from SFC1 to SFC2/OP.

Because by the time the FBCHs are out, pretty much all the WEs have been converted to KEs and this recycling wouldn't be worth it anymore. You see, I'm also doing the story for the ship, as well as thinking out the weapons and designing a model.
BTW, do the math:
move cost 1.6666 with 50 warps = ~ 30.

My thoughts on the FBCH Ulysses is let?s skip the Connie secondary hull altogether and go for a very grand, memorable accomplishment and not simply an IKV Hood knock off. This is not so far fetched as the Enterprise C was cutting edge for her day and look what happened to her at Romulan hands?

A long time ago one was made for that modeling contest, but it disappeared. Specs are published in an issue of Star Trek: The Magazine but I have seen little else about this nifty Romulan.
