I am playing a single player conquest campaign and I am wondering is it possible to "turn off" the Orion Pirates? If I set them to friendly to all nations (ie value 0) will they still attack and take territory? If that doesn't work is there anyway to disable them? Thanks in advance for your time

I appreciate the prompt answer FireSoul, but just to clarify does that "yes" mean if i set the value to 0 it will work the way I want it to (basically remove the Orion Pirates from play)? One other question if this is the case: Will I be able to use saved games or will I have to restart them? Thanks Again

Yes, it is possible to turn off the Orion Pirates.
If you go to your starfleet command 2 folder, have a look in the MetaAssets/SinglePlayer folder. There you will find a file called MetaMap.gf, you can edit this with notepad. In the file, find the entry (about half way down) that has:
OrionPopulationRatio = 0.15 // (0.15) This is the population ratio for orion pirates.
You can change this to 0, so that no Orion Pirates will appear on the map.
