it's on its final patch and is therefore as good as it's going ot get. And there are a lot of people (modders, scripters) working on finer details. It really is a far far richer game than SFC3 can ever be. If you can't find it in stores then look on Ebay. Everything's on ebay lol.

My spouse bought that game for me last Christmas and I finally got around to playing last week. I haven't done anything else since. That has got to be one of the best computer games I have ever played. A friend of mine has a private server hooked up on a T1 line. Can't say enough about this game.
