Title: I upgraded to DX9, now SFCIII won't run

OK, I'm probably behind on this problem, but just tried playing it today, and it won't run. What is the fix for this? The error I get is, it says Direct X 8.1 is not installed, please install 8.1 or newer(?).

You need to get the DX9 fix from Activision.
Go to the  SFC3.Net Resources Page  and look under the downloads section.

Click on downloads.  There is a DX9 Fix.
