Title: Shield Replenishment for SFC3

Is there anyway to adjust the shield replenishment rate for SFC3?  Im using SFC3 as my combat system for my Story StarTrek XI (shameless plug but hey) on the Fan Fic section.  I want to be able to change the shields so that when they are taken down they don't come back up in 5 seconds, when the shields go down, I want them down for several minutes.  Anyone have any ideas?
