Hello all
in june 06 2004 i have won 4 books of starfleet battles, after contacting the seller i have send a postal money order, the money order was never received by the seller, i was refund by the post for it and use paypal, the payment was received but i never received the item, i have try to contact the seller but no respond form him, i have leave negative feedback and complain to ebay/quaretrade and paypal, ebay/square trade don't seem to be usefull if you don't have a credit card, as for paypal it seem the seller is not protected by the purchase protection but the icon is on the auction page, if its not valid how do i know if m protected by fraude if the icon is not a proof?, i can't ask paypal the wont answer to me nor ebay will answer my question, so how can i get a refund if there no real protection when i buy on ebay? ???

You can call the seller. You have to request contact information from ebay. http://pages.ebay.com/help/confidence/isgw-fraud-protection.html You have to do this in the first 15 days after the listing.
Remember, PayPal and ebay both have "processing fees" that you have to pay upfront. I know ebay's is about $25.
If all else fails. Failure on the part of the seller to deliver goods or services, especially if you used and electronic payment method constitutes mail and wire fraud. Contact the appropriate authorities only as a last resort. The USPS, or your national mail service for non-US residents, may also be able to help.

if i could call i would but i got problem with the phone, anyway the seller should have send the item after the payment was clear, since the auction ended in june 4 month have past and he never send the item or answer his email, i will see with the local police if there anything i can do, also i will ask my bank next week and see if i can cancel the money transfer.
