Kill...Fighters, shuttles, shuts down ESG's, takes out Missiles, and Damages ships !
So why aren't they set off by Phasers, Photons, and Plasma...they all just magically go right thru to the target w/o losing any momentum or damage potential ??

All the things you listed that set them off are physical items. The ones that you listed that don't set them off are energy items. The physical items give off an "energy signature" from their propulsion unit that the mine picks up (which is why they don't go off under a certain speed) that the energy items don't give off. The ESG is the exception, but it also reacts with Hellbores where nothing else does.

Mines are tiny (really tiny) and are built to not give off much energy signature. Space, on the other hand, is big. This makes mines very difficult to target. Think of them as having a permanent cloak. Technically you can target them with weapons, but special sensors don't work in SFC so we don't get to see that happen. In SFB, minesweeper ships with special sensors can target mines with phasers, but they have to get close to do it and quite often have a mine go off in their faces. This is why minesweeper ships have disproportionately large #1 shields.
In SFB, you wouldn't even be able to see the mine if it was dropped out of the shuttle bay -- until right after you hit it. (Or you got really close while going really slow.) You could "see" transporter bombs, but that was more because you were assumed to detect the transporter action, not the bomb itself.
Fighters, shuttles, missiles, and even ships don't actually hit mines. The mine picks up their energy signature with passive sensors and sets itself off when it judges that the object has gotten close enough.
ESG fields, on the other hand, do actually hit mines, because they are a huge energy field that fills up the entire void of space. They don't need to "target" anything.
Now here's a real question for you: Hit and run raids be damned! As a Romulan commander (or anyone else with attitude) why aren't I beaming over nuclear space mines into the enemy's engine room the instant I drop one of his shields? Huh? Why don't I have a hold full of nuclear space mines, all with a recorded voice that keeps screaming, "beam me over, Scotty!"

Now here's a real question for you: Hit and run raids be damned! As a Romulan commander (or anyone else with attitude) why aren't I beaming over nuclear space mines into the enemy's engine room the instant I drop one of his shields? Huh? Why don't I have a hold full of nuclear space mines, all with a recorded voice that keeps screaming, "beam me over, Scotty!"

Likely because Lt. Kyle or someone is manning the transporters on the other ship just ready to send the object right back to you after beaming it off the bridge.

Hmph!! Well, if Lt. Kyle is so efficient at beaming out the near instant-detonating nuclear space mines, then why is he falling down on the job so badly when it comes to those Klingon boarding parties that like to stick around and break things? Why are they allowed to charge into my bridge and capture my ship? Why isn't Kyle beaming those reprobates right to the tribble-filled holding cell called "Gitmo" the instant they beam aboard?

Kyle is everywhere. You have no hope. Prepare to use your time. All your mine belong to Kyle.
Actually, mines take a few seconds to activate after you drop them. Had the expanding rings around the mine already turned red? (And if you aren't already, make sure you fly in F1 mode.)
When I've had a really bad connection with an opponent, I have occasionally had lag cause someone to skip over my mines.

I've had instances where the mine had turned red, but the enemy still flew right over it. As for F1, sometimes when I hit it I get the view I can control, other times it zooms me out to max view, and I can't get back to lower altitudes, so I can't control it very well.
But I do know of instances where the opponent flew right over the stinking mine and it just set there. I think it was made in Taiwan or something, because it doesn't always detonate.

The F1 view shouldn't zoom all the way out unless you're locked on a target very far away at the time. Try it locked on the nearest target.
And I've seen times when in F3 view when it looks like the AI is right on top of the mine, but when I check in the F1 view, it's actually just outside the rings.

By default, you can't control the zoom on F1 view at all. The screen will automatically zoom to include your current target. If you select a new target, it will zoom in or out to the new target.
However, you can also hit F5 while in F1 mode. This turns off the target lock. You can then zoom in or out with the +/- keys. To turn target lock back on, hit F5 again. Usually I want target lock on, but there are times I need to turn it off. (Like, when I want to put a mine in front of a fleeing enemy who is right on the edge of the screen.)

Okay, one teensy weensy little gripe. Who the Frag ordered the mines from K-Mart? I hope to heel they kept the receipt. I dropped mines, well before the opponent flew over them at a good clip. What do they do? Stay GREEN until he is past them. He, of course, drops his right on top of me and they instantly turn red.
Yes, I am having fun. No, I do not care for sub-par mines.

The AI "cheats" when it comes to mines. Its part of the programing to make them "harder". Be happy, they used to be able to T-Bomb out to range 8 and you could only go to 5.
One more thing for everyone - Mines will not go off at a speed of 4 or less (6 if cloaked), some ships, however, set off mines at speed four due to their fractional movement costs and I think a rounding bug because not all are affected. A Black Hole dragging you along counts as movement so you will set mines off at speed 4 around one of them too.

You'll know the nuke because it has a blue ring instead of red (only you see the blue, to everyone else, including allies, it looks red). You get one per mission that you do not have to buy as long as you have at least one mine left over at the end of the previous mission.
