Why Premcor and Valero? Valero is buying out (pending approval) Premcor for 50% stock, 50% cash, and as you can see since China and India got going industrialwise Valero is not holding back from wanting to be the number 1 refiner in the U.S., and we all know how arse backwards are refining capacities are right now.
