Just wondering why some X-ships appear in year 19 and others in year 20?

Is this their normal time of appearance?  Just seems I remembered the light cruisers coming out before the larger ones, yet some X-Cls appear later than the X-CCs.

SFB has them start to  appear in 18 (81) for Klinks and Feds and then spread across
the races over the next few years.
And CX's were built first.

Really the whole introduction of new tech into SFB doesn't make any sense, but little
of the games background does anyway so..

Thanks for the clarification Hexx, just wondering why I couldn't find a CL-X to fleet with allies in any of the Kitty race's lists, only the  heavy cruiser X-ships which couldn't be run with any capital or other x-ships.
