The stardate listed works out to early January in the year 2400, which means the unamed "certain 94-year-old Terran Ambassador" was, when we last saw him, a certain 73-year-old Terran Starship Captain.

74 actually it seems.

According to Memory Alpha, Picard was born in 2305.  According to the Wikepedia, Nemesis takes place in 2379. 

Also according to the Wikepedia, Picard can be classified as a cyborg, borg notwithstanding (due to his artificial heart).
