Title: A suggestion: the precampaign campaign

My suggestion to encourage people to join and test servers is to launch the test server as a precampaign campaign.  The gains that the sides might make could be translated into bonuses for the real server.  Extra capital ships or production, maybe.  A planet.  Higher DVs or EVs in certain areas.  PvP glory.  If testing is what is required, perhaps we need more of an inducement in the future.

I like this idea, kinda a "peace time" or "cold war" as a prequal.
