Title: AOTK3: Fleeting rules calrification regarding casual PFs

Slapping 2 PFs on a Ship does not change it's clasification.   A DN with 2 PFs is a DN, an CCH with 2 PFs is still a CCH, and a CWL with 2 PFs is STILL a  CWL. 

The 4 PF ships are clasified as CARRIER already.
