Title: Pirate Bases

Is it possible to make bases available in the shipyard for pirates?  Tried changing class type from special to base station, no go on that idea.

Not that I am aware of. They have no planets of their own or bases, but can supply at allied ones. If a pirate needs a base somewhere, he'll need an allied empire player to take the hex and place a base.
