Title: Pirate Cartel treated as an empire, can it be done?

when it comes to map making How do you make a Pirate Cartel into an empire?

For exmaple, suppose i wanted the Wyldefire's territory to be displayed on the same layer as the Klingons' and Romulans' enstead of on the other cartels IE: Orions, or Korgath.
