Title: PF Cost

Are waaaayyyy to high. In AOTK they were raised to the point where you could just about run the missions at break even, now it is at a loss. They need to be lowered 33 to 50%. AOTK was about right, it allowed for PF hex munching but not PP farming.

AOTK was about perfect on PF cost. Which I believe was about 50% of the 165 PP for the PFL now.
